Alvin Taylor is scheduled to appear by video from Mendota. Taylor killed four men in the mid-1980s in Wisconsin and Minnesota. One of the victims was from Washington County. Taylor was found not guilty of the crimes because of mental disease or defect and has been in Mendota for 29 years. Under the law, Taylor can apply for release every six months. Even if the Washington County judge approves Taylor’s release request, he would still have to convince judges in Dunn and Eau Claire counties that he was no longer a risk to society.

I am a true crime writer working on my second book, this one about another Wisconsin serial killer, William Zamastil. I address Alvin Taylor in the new book. As a retired criminal justice professional, I believe that serial killers never get 'better', and should never be released from custody. The mere fact that they have killed multiple times should indicate to releasing authorities that killing is many things; an addiction, a sexual drive, away of existence.
The old adage 'once burned, twice shy' should ring true.

MENOMONIE, Wis., Sept. 11 (UPI) -- A confessed serial killer has again filed for conditional release from a state mental hospital in Wisconsin where he has been held for 25 years, officials say.

Alvin Taylor has asked for a jury trial after a jury in February rejected his request for release after only an hour of deliberation, the Leader-Telegram in Eau Claire reported Wednesday.

A court date for the trial in Dunn County has not yet been set.

Taylor has been confined to Mendota Mental Health Institute since 1988 after he admitted killing four men between 1985 and 1988.

He was found not guilty by reason of mental disease or defect.

During the February trial, District Attorney James Peterson said Taylor was a mass murderer and although he had been a good patient at Mendota where there was little stress, he didn't think Taylor could be safely released.

John Kucinski, Taylor's attorney, said his client had not committed a violent act during the decades he had been hospitalized.
